Leadership

Who we are

The Revil Foundation, Inc. reinvests in communities that capital left behind. We rehab and develop affordable housing, from single family homes to duplexes to apartment buildings, and we pair that housing with the economic revitalization a neighborhood needs to hold its value for the people who already live there.

Our first work is in West Louisville, rehabbing homes block by block. The model is built to travel to any disinvested community, anywhere.

We are a 501(c)(3) public charity under Section 509(a)(2), with IRS exemption effective July 15, 2026. Contributions are tax deductible.

We are early, and we say so plainly. We have a determination letter, a neighborhood, a model, and a board with decades of experience in public service, finance, operations, and accounting.

Bobby W. Conley Jr
Founder and President

Bobby W. Conley Jr. founded The Revil Foundation to do in West Louisville what he has spent his career doing on one block at a time: put ownership, capital, and finished buildings back into neighborhoods that were written off decades ago. He is the Principal Developer and Managing Director of The Cali Park District, a mixed use adaptive reuse development in the California neighborhood of West Louisville. The project turns a former church campus into a working community hub: a food hall of locally owned kitchens, a sit down restaurant, a STEM focused childcare center, dental and elder care suites, leasable space for neighborhood businesses, and a digital equity center teaching residents to use the technology reshaping every job around them. He also leads West Louisville Investors, and has already developed several housing projects. That record is the reason the Foundation exists in the form it does. Louisville has watched large, well funded projects announce themselves in the West End and then collapse before a door opened. Bobby built his work the opposite way, by owning the ground, staying on it, and refusing to hand the outcome to someone whose interest in the neighborhood ends when the deal closes. Before development, he worked in music production. The instinct carried over. You build something people can actually use, you keep your hands on it, and you finish what you start. As President, he leads a Foundation that acquires and rehabilitates single family homes, duplexes, and apartment buildings in West Louisville, holds them, and reinvests the revenue in the next one. He is a Louisville native with deep roots in the West End and no intention of building anywhere he would not stand.

She carried the board governance, the fundraising, the volunteers, and the program design herself, and she brings all of it to the Revil Foundation board. She holds a Master of Science in Human Resource Management and a Bachelor of Science in Business Management. She is a certified Predictive Index Analyst, holds a Situational Leadership certification, and earned a DEI certificate from the University of South Florida. She also serves on the Advisory Board for the Center for Women and Families. Deena is known for bringing clarity to complicated problems, building strong teams, and creating structures that serve both people and mission. That combination is what makes her a steady hand in the Foundation’s governance and a real asset to the communities it reinvests in.

Bruce Jones
Board Member, Development Committee Chair

Bruce Jones has called Seattle, Washington home for more than thirty years. His career was built in sales and marketing, where he spent roughly 25 years managing multimillion dollar accounts and the relationships behind them. That work taught him how deals actually get done and how to hold a client’s trust over the long run. For more than two decades he has also traded the stock market as a day trader, a discipline that demands patience, risk judgment, and the willingness to sit with a decision until the numbers say otherwise. Bruce brings both sides of that experience to The Revil Foundation. As chair of the Development Committee, he leads the Foundation’s fundraising and partnership strategy. He is driven by a conviction that affordable housing is not a favor extended to people but something owed to them, and that the same rigor applied to a portfolio should be applied to the work of getting families into homes they can hold onto
